Torch Technologies is seekingaRadar Engineerproviding support to theAir Force Life Cycle Management Center/PEO Digital Directorate Aerospace Management Sytems Division (AFLCMC/HBA). The Aerospace Management Systems Division Programs develops, delivers, and sustains air traffic management, CNS/ATM avionics expertise, and weather sensing/forecast capabilities enabling military, civil, and allied and foreign military sales customers to achieve their mission.This position will support the Aloha/Air Route Surveillance Radar Version 4 Replacement - Hawaii (ARSR4R-HI) program. This program will support the replacement of the current Hawaii Air Route Surveillance Radar Version 4 (ARSR-4) to include prototype development, test, site preparation, and installation. The replacement radar will address DoD capability gaps driven by new threats and provide dual use for Hawaii for Air Traffic Control (ATC) and weather monitoring. It is a key component of the USAF's defense of Hawaii as a high priority mission for the DoD and supports NORAD/NORTHCOM and PACAF/INDOPACOM Deterrence Initiatives.
In this position you will provide Radar Engineering support to perform work that involves applying radar knowledge and technical expertise to support operations and sustainment. The Contractor shall also provide engineering support in the design, operation, and sustainment of systems and components that cover tasks throughout the acquisition life cycle (requirements analysis through system disposal). Tasks may also include supporting Foreign Military Sales.
The position requires a highly motivated individual with technical RADAR experience to include the below essential duties:
Design concepts, analysis and performance evaluation
Provide technical expertise and analysis of design alternatives for specific radar systems
Provide sound advice on modernization sequencing and mission improvements including dependencies
Conduct system engineering analysis to evaluate aging hardware and make recommendations for new and modified subsystems and components.
Provide evaluations, including but not limited to identification of the best approaches for system upgrades and modifications to the radar system
Analyze system metrics (essential system performance) of the radar
Contribute toward refinement of system requirements document
Develop/validate radar performance
Conduct analysis of assets, documents and addresses potential capability gaps
Support design and validation of new threat scenarios for radar performance and regression testing
Conduct and support all engineering and technical activities required during the material solution analysis, technology, engineering, and manufacturing development, production and deployment, and operation and support phases of the systems acquisition process. Develop/prepare engineering and technical documentation inherently part of the activities listed above, e.g., Analysis of Alternatives (AoA), Systems Engineering Plan (SEP)etc., systems review and analysis with written reporting, briefing, and artifact development as required for all of the technical specialty areas defined in this section; and the planning and execution of all necessary technical reviews, assessments, and interchange meetings, e.g., Critical Design Review(CDR), Manufacturing Readiness Assessment (MRA), Reliability Technical Interchange Meeting (TIM), and associated artifacts, e.g., Critical Design Review entry and exit criteria.
Understand and implement robust DoD acquisition and sustainment systems engineering processes to address the life-cycle requirements of each product support area
Develop, prepare, review, and integrate selected milestone review documentation, periodic reports, and certifications as identified in current DoD and AF acquisition policy
Complete and support requirements definition and analysis, architecture design, implementation, integration, verification and validation, transition, decision analysis, requirements management, risk management, interface management, and configuration management
Perform oversight for radarcircuitelement design, development,andanalysis.
Minimum Required Qualifications:
Education:Bachelor's Degree in a related field and 20 years of experience in the respective technical/professional discipline being performed, 10 of which must be in the DoDOR, 30+years of directly related experience, 12 of which must be in the DoD
Technical Skills:
Experience and/or training in the following: RF chain sub-specialties(including antenna design, high power transmitters and amplifiers, receiver processing, etc.) electro-mechanical controls, modeling & simulation, test & evaluation
Experience in DoD Acquisition processes, technical data package development and sustainment, and principles of configuration management
Familiarity with foreign ground radar
Interpersonal Skills:
Excellent written and verbal communication skills
Comfortable working in a dynamic team environment meeting end users' requirement
Must be detail-oriented and have excellent problem-solving and analytical abilities
